Abstract

Opportunity-cost retention and fixed-design selection should share a declared final action and loss. The evaluation reports valuable excluded candidates and later-stage checking work. It also preserves the enumeration boundary: selecting well within the list is different from finding the list. A favorable subset score cannot measure alternatives that were never considered. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
