Adequacy and the Opportunity Cost of Excluding a Candidate
Abstract
Good-enough selection can reduce work on practical ties, while opportunity-cost subsets preserve candidates whose exclusion is consequential. Their comparison needs common external requirements and a second-stage task. Independent evaluation should report false acceptance, exclusion loss, and later checking cost, preventing a large easy-to-form set from appearing efficient by ignoring downstream work. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
